Understanding Business Water Charges

The Water Industry Commission for Scotland (WICS) sets standard wholesale charges for water and wastewater services.
Their role is to ensure water pricing remains fair, transparent, and good value for customers.

Business water charges are generally divided into two main categories, depending on how water usage is measured.

1. Metered Charges

Metered properties have a physical water meter installed that measures the volume of water used. Charges are made up of several elements:

Fixed Water Charge

A standing charge for the supply of water.

Volumetric Water Charge

A charge based on the cubic metres (m³) of water used.

Fixed Waste Water Charge

A standing charge for wastewater returning to the sewer.

Volumetric Waste Water Charge

A charge per cubic metre (m³) of wastewater discharged to the sewer. Typically, this is calculated as 95% of your measured water consumption.

Drainage Charge

A charge for the rainwater that runs off roofs and hard surfaces into the drainage system. This is calculated based on the rateable value (RV) of the property.

2. Unmetered Charges

Unmetered properties do not have a water meter. Instead, charges are assessed using the rateable value (RV) of the property. Unmetered charges include:

Fixed Water Charge

This should be a standing charge which is fixed for the year.

Volumetric Water Charge

A charge for water usage estimated using rateable value rather than a physical meter.

Fixed Waste Water Charge

This should be a standing charge which is fixed for the year.

Volumetric Waste Water Charge

A charge for waste water usage estimated from the property’s rateable value.

Drainage Charge

A charge for surface water drainage, calculated using the property’s rateable value.
